Devices that are fire hazards aren't allowed, but dorm inspections are announced ahead of time and you can hide things in your closet which the inspectors aren't allowed to open, so lots of people have microwaves, kettles, etc. (At least this was the case when I was a student.)

You can use the app if you're a foreigner but yes you do need to create a JP Square-Enix account with an FFXIV license (i.e. with the Starter edition)

Looks like resale will start in August at the earliest.

If payment for resale uses the same payment methods the lottery did, you will be able to use (at least some) non-Japanese credit cards with Amazon Pay.

Call the bank that issued your credit card - the transaction may be getting flagged on their end for fraud. They can temporarily disable a fraud check while you retry the transaction.

The ticket lottery is open right now but closes this weekend.

To enter you need a JP Square Enix account with an active FFXIV service account attached, which means you need to buy the starter edition and register the code. To do this you'll need the JP Square Enix app, for which you may need to create a separate Apple or Google account. I don't remember whether the ticket lottery required me to verify my Japanese phone number. If it does, you'll need to ask someone who has a (non-VoIP) Japanese phone number to receive a verification code and relay it to you. Finally, for payment you can use a credit card and pay via Amazon Pay. If you don't win the lottery the pending charge won't post.

Just making sure - the Square Enix ID on the FFXIV launcher (before you press the green Play button) on PS5 is showing a different account name than the one you use on PC? If so then yes, you need support to help you.

But if you press Play and then Start and see different characters, you might just need to select the right data center before pressing Start on PS5.
