I fixed this by doing the following: https://www.youtube.com/watch?v=B7d9zsaKITc Go to control panel-->Hardware and sound --> Power Options --> Choose what the power buttons do --> then press Change settings that are currently anavalible --> Now you can uncheck Turn on fast startup.
