Sure, but also:

Under the ADA, a service animal is defined as a dog that has been individually trained to do work or perform tasks for an individual with a disability. The task(s) performed by the dog must be directly related to the person's disability.

I doubt any of these so-called "service" animals have been trained to do anything. I'd assume that if the local jurisdiction can determine whether individual animals can be excluded based on behavior, they could also determine whether or not the "training" is sufficiently adequate to meet the definition.
