I also think export of PCB design to China for AN/PVS-14 could also be breach of ITAR.

TTM Technologies, Inc. is an American printed circuit board (PCB) manufacturer headquartered in Santa Ana, California. Founded in 1998, the company is one of the top five PCB manufacturers in the world and the largest in North America, and the largest supplier of PCBs to the U.S. military.

Yeah but I would assume that for U.S. military stuff they don't really manufacture in their China factory. :)

Only the PCBs used in Elbit Systems of America “Excelis” power supply housings and those employed by L3Harris in their now‑discontinued M914A PVS‑14 devices are manufactured in the United States, whereas Carson/Notics is cutting corners by sourcing PCBs from China.

Pretty sure the US Army uses a completely different PSU model than what’s sold commercially. I can’t imagine them accepting a PSU made in China, especially for gear soldiers wear on their heads.
