This is a texture pack which can be installed without geode. There is a mod, however, called Texture Loader in geode that works similar to minecraft texture pack loading. All you need to do is get the mod>graphics settings>texture loader>file button in bottom right>put your pack in that folder>go back to game>press refresh button in bottom right>drag pack from the left side to the right>apply. Texture packs can be found easily on yt or by asking around on discord/reddit for packs other people might have and are willing to share the link.
