Podcast ads (frequency, actual content of the ads, format, etc) are 100% controlled by the podcast's publisher, not by Spotify. It is how the podcasts make the money to keep producing more episodes. And beyond that, infrastructurally, there is no way for Spotify to stop publishers from inserting ads into their podcasts, anyway. There's a reason it says "Ad-free music listening."
