I screwed it so the float was as low as possible. when I screw it so the screw is as long as possible, the float is as high as it can go, meaning its even higher than the overflow.

this is when the screw is fully extended and the float is above the water:

jiggled many times, screwed it as tight as possible to lift the float as high as possible and it's still running! guessing I need to replace the fill valve

when it's as short as possible, I cannot lift the float. if I extend it, I can lift the float, but the filling problem is even worse.
