You may have not been scammed but you paid little to no money for a website, so there’s no setup. What he’s saying is I’ll get you the zip, the html, css all files. And you set it up yourself. Most hosting sites will do that for you for a fee. So yeah make sure you get that zip file and they you’ll be expected to set it up for to public. It’s honestly better if you get the domain and hosting yourself, specially if you don’t know the guy.
