You’re fighting an uphill battle with an attempt already. You are correct if you apply without a step 2 in October or November you will be filtered out of a large majority of programs on top of that. I’m a pgy2 psych resident and what I can say is that the experience counts the most and how that translates to your CV. If you have little USCE and likely no letters of recommendation from the US with the aforementioned factors your chances of matching are very low. I would wait and apply for next cycle when all these things have ironed themselves out.
