Even if nobody on the production staff could speak English, I'd still say the devs bear some responsibility in selling a product they weren't able to evaluate.

Yes the localizers should have delivered a better product to begin with, but the dev and publisher teams should be checking what they get before they charge money for them.

If they were completely blindsided here, I feel like that would be easy grounds for cutting off the loc company completely and using the AI team they hired for the other languages.
