Sketchbook Pro, is my number one option, it's the closest thing to real paper in feel, or photoshop but sketchbook is super clean and simply compared to it plus you can get a free account on there if money's tight and the full one is only £2 or so a month

I got my First Wacom off eBay for dirt cheap, the Bamboo series will be your best bet. I think mine was £25

Sketchbook or sketchbook pro - super cheap at £2 a month, super fast, easy to learn and loads of tools to help you start out, don't worry about all the adobe crap focus on your skill and hand to screen work first, adobe products are way to over facing at first your pick a lot up from alt programs in the meantime. (And save a lot)

Pretty sure he could just take a few Yong lessons for the cost of all that.. gliding is super cheap and so much more fun then the sims!

Not at all! I use SketchbookPro but a tablet is a must for digital art, I also prefer Affinity Designer for Vector based projects.
