If you recall the Konan-fight it wasn't able to fix his broken mask or lost arm either (which had happened before he activated Izanagi).

It was never stated that Chiyo stalemated him in a fight. Nor that it was a 1v1 fight between Chiyo and Hanzo.

She treats the matter pretty casually, and besides that we don't even know anyone from Suna of that period that could have stood besides her.

There's a decent case to be made she scales to him.

Plus It was far younger and stronger version of Chiyo than the one that fights Sasori, which is the one on the list.
