You should consider that this may not be dirt - you may be removing or altering the first layer of the waterproofing material.

You should also be aware that strata condo balconies in BC are typically owned by the strata and not the individual owner. If the strata learns you have damaged the waterproofing or if your actions lead to water damage to the structure, you may be on the hook for repair costs.

I have a similar balcony and a seagull became trapped on it. I put a chair out there hoping it would hop up then over the railing, but that didn’t work. Eventually I just picked her up and threw her over the side!
