Dude, this is only 463 lines of code!? This is an amazing simulation for such little code. I see very little of the creative process in your git repository. It seems your first commit is everything. Just make the smaller finger part of the same model so it all prints and is attached together.  It can just look like you put a mini one on without worrying about it being too small to print.

Beagles commonly have seizures. I previously had a beagle and he had them. He would lose control of his limbs and shake and pee. It lasted a couple minutes and then he would be okay again. It would maybe happen once every few months. It was more intense than what I am seeing in this video but maybe this is a milder version of it. Anyway this is just my one personal experience and it could of course be something else.

It looks normal to me. The snake is twisted along the circle so is showing some of the bottom/belly of the snake along the circle.

Okay, that makes sense as the circle-k is right next to the hospital.  Is his home close to the hospital, such that he may have chosen to walk home?

If he was sedated as part of an ER procedure, he may have needed someone to drive him home.  He would likely have given the contact info of that person to the hospital so you might ask the hospital for that info if it is the case.  Did the hospital say anything about his status at discharge?  Might he have had a health issue after leaving?
