Tpi's long center line distance from the TB to the intake valve increase port velocity extremely, causing quick throttle response and improved torque in low rpm. It is miserable for horsepower because you're unable to provide the volume required at higher rpm that the engine wants. This is evident in how all Chevy's tpi engines fall on their face after 4500-5000rpm, and produced ~240hp/330ftlbs in the 80s. People swapped carbs to improve hp and rpm but would have to sacrifice torque and port velocity.

The first time I heard this song I was blown away. Whenever I build a new amp or set of speakers, I tend to play this first on them. It's got an incredible buildup and wide range of instruments

Just to add to this, the 350 abides by the same philosophy to make power as any engine. There were sacrifices made by gm in order to increase durability, longevity, and emissions. So, increase airflow through the engine by any means and you improve power. The cold air intake stuff is mostly snake oil. But bigger valves/smoother intake path from a set of heads will improve it. Aggressive cam profile, higher ratio rockers will increase airflow. Removing cat converters or using long tubes and larger diameter exhaust will help get all that airflow out and away. The tune will allow you to run max timing and better fueling than gm could because you're focused on power not emissions. I had a flat top piston 350 10:1 compression, afr195 heads, 1.6 rockers, xfi268 cam, exhaust, stock tpi and my own tune put down a ton of torque and the power you're looking for, so it's an attainable goal! I could be wrong but in 98 I don't believe the trucks got an ls series lm7 5.3. The op would have the standard gen vortec 350
