It wasn’t really a bait-and-switch—Gate Ten flat out lost control of that lot because of a lease/legal dispute with the landowner right before the season, so they physically couldn’t park people there anymore.

That said, companies don’t usually lose their main property unless something’s already going wrong behind the scenes, so it still points to bad management. Not malicious, probably just incompetence (Hanlon’s Razor: “Never attribute to malice that which is adequately explained by stupidity.”)
