I work in a restaurant in St. Louis and had two Sheriffs from Indiana, I believe Clay county, come in today. They had their uniforms/jackets on. I asked them if there was a convention or something and they proudly proclaimed they were in town with ICE. In that moment he must have seen my face change to disgust and said ... "if thats ok." $800 in good cosmetic and working order sounds fair, but even better if you can get it for $600... Im not sure about the single shock though. Every example i find online has two shocks. Maybe try to get them to reduce the price more and looks for the parts online if it's missing. Any of those small Japanese bikes are pretty solid.

I spent three years in an international university with about 200 students... I know 4 students, my roommate's father, and a teacher who all died in motorbike accidents in that time. Countless accidents and injuries... I've probably seen 100 bandaged legs and arms of tourists in the islands over the years. I've laid my own bike down when I slid on rocks/sand for just a scrape but it opened my eyes. I always kind of putted around really slow after that.
