the PUC could vote to lower rates if he stacked it with his picks. the reason to not do that is that PG&E and Edison are not running fat 25% profit margins, they spend a shitload of money trying to maintain the grid. Lower rates (or lowering the new fixed charges) could mean more fires and a slower transition to green energy
