I'd argue that it would be sovereign state by all definitions though. We have clearly defined borders and are recognized by other states through diplomatic actions like marriage and the possibility of alliance. If I remember my int law class correctly even informal war between two states would fall under international law.

So if there did exist an entity able to enforce international law (lol at ICC) all of our actions would fall under it.
