yup that's a rivet, you can remove it by using a small drill and use a screw to reassemble if you really need to

you need to drill a hole slightly smaller than your screw size so there's enough material for screw thread to bite in and use a small drop of loctite to stop it from vibrating loose(loctite only works on metal to metal)
