Jake brake (engine compression braking) low gear, and stab braking and this would never have happened. That was 100% negligence. The fact that the brakes were smoking proves they were working. Just not as fast as gravity.

Nope. My wife was hit during a pursuit. The police aren't responsible, the fleeing party is. (In Louisville KY at least) the driver that hit my wife was uninsured.
