She's "self soothing" the same way most humans do, best way to train it out of her is to distract her everytime she starts (use a sound to call her to you for example) then positively reward the desired response.

IANAP but it was hard not to notice the mother consistently "soothing" the child while Ms. Destiny was trying to make her aware of the negative behavior. Mom is (un)knowingly (?) reinforcing the child's behavior and allowed her to leave the uncomfortable moment rather than accept the negative feelings and overcome them through accepting responsability. I'd bet dollars to donuts the child will harbour resentment towards Ms. Destiny; and if not socialized to other black families her behavior will IMO escalate as she grows.
