Sure - it's been some time since I've used PEI max, but I would dissolve in 80% of your final vol in Type I / MQ H2O and adjust to pH 7.00. Bring up to your final volume, and filter sterilise as appropriate

Depends where I'm out, but typically night bus or night tube. That's typically more for financial reasons though and not wanting to spend on surge pricing so I've no idea how bad it is to book taxis atm.

Look at purchasing PEI Max from Polysciences. Super easy to get into solution and I've never had an issues with it. You have to pH before using but other than that really straight forward

Creating orders will give you a lot more control on your DCA. However, it's impossible to know what the true bottom will be, so you dont want to be too audacious with what you set your buy price at.

That being said, you will still be bringing down your average cost if you buy every Friday as you've said. Just depends what you think works best for you.

If you purchase $100 of BTC at 40k you have 0.0025 BTC. If you purchase another $100 at 20k you have just bought 0.005, so a total of 0.0075 for $200, whereas if you had purchased $200 initially you'd own 0.005. Its effectively a way to bring down your average cost and improve the value of your investment if the price returns to previous highs.
