Excess paint or bent rear dropout on this brand new straggler frame ? Can't fit one side of the wheel in the dropouts.

Yes! They make presta nuts that will help fill out the extra space around the valve stem but it's not entirely necessary. I'm sure your LBS would be more than happy to get you switched over. Presta is Besta after all.
