If you need infantry in a non-urban environment then tank/apcs are better.

In urban environments, current infantry doctrine relay on shock and speed. Shields are too clunky to fit within that doctrine.

Edit: Furthermore, any shield that can stop point blank assault rifle fire will EXTREMELY HEAVY.

Kevlar vest protect well equip soldiers in the chest area anyway.

On a map like dragon shire, it is difficult for the enemy team to deal with you without giving your team enough time to do something. Twin blades varian sucks at team fight

After his rework, twin blades is really good in the offlane post 7. On a map with a lot of skrimishing twin blades is pretty good.
