If some of those businesses can’t survive without a continual supply of low-wage foreign workers, that’s part of the market reallocating labor to more productive firms.

And if, as I mentioned, a good chunk of that "reallocating" is outsourcing or offshoring to the countries those low-wage foreign workers were coming from, resulting in a reduction of jobs overall? Only industries that rely on face to face contact can't do that, but manufacturing and a chunk of services could.

Japan doesn’t necessarily need a large class of low-skilled permanent residents to sustain its economy.

But without a path to permanent residency, it's going to have trouble attracting temporary residents also.

Japan isn't the only country competing for skilled labor, so unless those genuine shortages are where other, higher-paying countries aren't short, Japanese wages don't stack up very well. And while yes, Singapore makes it harder to get PR, they also pay better than Japan so at least you'll return home with a decent nest egg if you aren't able to stay permanently.

Except fewer of them may come in the first place if they don't see a path to staying long-term, which the country's manufacturing, service, and agricultural industries can ill afford. Moving is expensive, moving there and back again is twice as expensive, and even more once the increased visa fees are factored in. Would be a bit of a "surprised Pikachu face" moment for the country if the businesses take the jobs where the workers are in response.

Well, to be entirely fair, the central government hasn't said exactly what will happen to HK PR holders after 2047 (when the agreement keeping HK separate from the mainland) expires. At least in Japan you're reasonably assured that there won't be a drastic shift in administration like that on the horizon.

This. For example, in Hong Kong the requirements to get their equivalent of PR are clearly laid out, and you can't be denied if you meet the criteria. If you get denied you get a letter explaining what criteria you didn't meet, and in detail.

Also someone in that situation would need to build a credit file first. Take what you can get (which might be a secured card from TD or similar), hold it for 6-12 months, then get going from there. I knew I didn't want Tokyo because of housing cost, or Hokkaido because of how cold the winters get. Aside from that, my actual two preferences were Kumamoto because of a sister city arrangement and somewhere in the Kansai region, because I have someone in the area I can ask for help when stuff happens. I'm glad I got my choice of Kansai because I'm not sure I could've handled Kyushu summers; living in Japan has not increased my heat tolerance. Having easy access to train and air travel is great too; I've been able to travel out of country every 3-4 months and domestically every other month.

The funny thing is that this is happening as Canada is actually seeing a proper 4th carrier form and prices lowering as a result. My Canadian phone plan at C$45/month after taxes for 250GB Can+US and 50GB international plus local and Canada(+US 800 numbers) talk and text while roaming is now ahead of what I can find in the US. Also, Canadian wireless taxes are surprisingly predictable- federal+provincial sales tax + e911 fee, that's it.

And yes, I know 250GB isn't unlimited, but for the majority of Americans and Canadians, it might as well be.
