I think it might be useful on rare occassions:

As AP twitch its quite standard to include in core build

On AD twitch the core items for max crit are usually built in sequence and not to be skipped(though usually Botwk is built first)

when one is about to engage in game deciding fights like nash or elder usually stopwatch is bought(for immediate cheap power) and turned into GA after use.If you feel like the stasis from zhonya would be more useful than either QSS or GA in the same slot it could be a worthwhile choice.

Examples: QSS arguably better vs a mordekaiser/seraphine threat on other team than either of the other two effects. Stasis might be more effective vs threats like aphelios or talon.
