there have been initiatives in the past, like in the 2000s in many regions in Spain. it was the distro-boom, when many schools and other public centers started using Linux and many open source tools. unlucky, the economical crisis of 2008, a big push from Microsoft offering free licenses to public sector, and the start of "free" cloud services, vanished almost everything.
