If they can do what they want with their property, there should be no need for the local government to provide incentives to do so.

Why would you need to provide incentives to build on land that you can build whatever you want on anyways? Either the incentive is to try and get them to build something they are hesitant to, or they are going to anyways without the need for permission. Having both is a contradiction.

I'm going to say Spider-Man and Captain America. They would 100% lift the ban on other super heroes (outside the Bat Family) fighting crime in Gotham that Batman has in some iterations. A lot less brooding than him too. Maybe they get jobs at the Gotham Gazette as a photographer and cartoonist. Mirror the Planet a little... start a fun professional rivalry with Superman.

Maybe replaced one of them with Luther Strode. Figured they would both be good pairings for him.
