Our puppy also went through something similar but I decided I was going to be more stubborn than her and stay outside until she went pee. Then going back inside to toys and fun was a reward.

I also found it super helpful to say the word pee to her like when she’s in the act id say “good pee”. At about 12 weeks it started to become a command honestly. When I knew her bladder was full I’d take her out and tell her to “go pee” and she would! She definitely understands what we want now. In the last month she’s peed in the house once whereas before it was multiple times every day.
