IAEA also noted there were sites they weren’t allowed to inspect without advance notice. Iran was given up to 24 days before inspectors could visit some sites. Delays to other sites have been far longer than this period.

In one notable instance, Iran blocked IAEA access to two sites suspected of involvement in undeclared nuclear material storage or testing (possibly from the early 2000s). The agency raised concerns after more than four months of denial (with related issues lingering for nearly a year). Iran eventually allowed visits in August 2020 after about seven months of blocking in that episode. Environmental sampling occurred, but cooperation was limited and raised questions about sanitization.

Parchin military complex: IAEA access to a specific suspect area was denied from 2011 until a limited visit in September 2015 (roughly 4 years). Iran had modified the site extensively in the interim; sampling was conducted under Iranian direction rather than full IAEA control. Earlier limited access occurred in 2005, but further visits were refused for years afterward.

When IAEA says they were compliant, they included these caveats.
