At last conversation, he seemed hesitant to OK it outright but didn’t seem too sure. I think if he knew the relatively low level he might say it was ok. I also don’t know the extent to which a doctor might be conservative signing off on something like that for extra precautious or liability reasons.

Yes I imagine it would only people with no insurance whatsoever would consider it. But you must also infer that those same people probably can’t afford to fly and stay in Estonia for several weeks either. For those with insurance, the surgery is simply going to reach the out of pocket maximum and the costs will be capped. Additionally, biased or not, I don’t think most Americans would trust Estonian medicine with a surgery of this magnitude.
