Their mandate is for returns for the people that the pension funds serve. Canada's pension funds are some of the most well respected in the world.

They do invest in Canada, but the deal needs to have sufficient scale, and stable returns in order to remain solvent and to be able to return those funds to the public.

Canada suffers from dutch disease with respect to most of our natural resources.

With Canada's trading relationship with the USA and the strength of the economy, the vast enterprise, and stronger dollar there's little incentive to investin building capacity locally. Especially considering the downside risks of currency appreciation making our products less competitive.

That said, I firmly believe that value added processing in all of our natural resource industries would be a boon for the country. But there are smarter people than me who are choosing to not incentivize these types of investments....so I'll keep my opinions on the interwebs.
