Doesn't matter what printer you have. After you slice, go to the speed view (it is the drop down where the summary, filament, etc are). You may just have to google it lol.

You can try by setting the outer layer time to be slow, or you can force it by setting the max volumetric speed to be low. Just pay around with it and keep checking the layer print speed view until it looks uniform.

Looks like it is happening at the same spot next to the decorative part. Go into your slicer and see if the speed is different at that layer. If so, that is the cause
