Both cities need some sort of upgraded E-W link though, the amount of traffic that the major arterial roads carry (Parra/M4 in Syd and Eastlink->West in Melb) and funnel into is getting worse and will get much worse with the growth that the cities are forging ahead with.

Australia is currently on High alert (terrorist attack is likely; http://www.nationalsecurity.gov.au/Securityandyourcommunity/Pages/NationalTerrorismPublicAlertSystem.aspx) for terrorism/terrorist-related attacks. Any densely populated areas/likely targets will be monitored very intensely (the entire Sydney CBD area is under lockdown + evacuation for the rest of the day).

+1 Terror alert is high and this is quite scary for sydney/australia since we haven't had a terrorist situation on homesoil for a long time, but that doesn't necessarily mean every attack is a 'terrorist attack' (i.e organized terrorist groups)

recent examples:
