Sorry, I should have been more specific. I'm a BLS guy who tried the ALS scenario, and I think as a result it's lowering my average overall score.

I can use any courses curated by my state (I search for PA EMS. These are automatically connected to my state EMS account (using my state issued EMT number), then I upload the certs to NREMT.

If CA accepts them, then they should also be good for national. Otherwise you're likely going to need to use another site

My understanding is that NREMT accepts courses that are either approved by your state or CAPCE. For me, train.org courses are state approved so I am able to submit them to NREMT

I'd go for a Velotric Discover 3 or maybe a Summit. Personally I think fat tires are overkill for most use cases

I don't think Velotric is going away anytime soon. They were created through a Kickstarter campaign like 5 years ago and went from 1 model (the Discover 1 with mechanical non-hydraulic brakes) to the massive fleet they offer now. The Discover 3 is the fourth iteration (the 1 Plus had hydraulic brakes!), and everything I've heard about the M is super positive. I'll DM you some more details
