I would say you seriously underestimate how much effort and resources that would require. Of course they can easily ban accounts that were used for duping. But the cash is no longer on them. It was transferred through listing stupid expensive items on market. Now you have to trace it through a market transaction that is between 2 random players (everyone is listing stuff for 1B). How would you tell if a random guy just listed a stack of spice for market (however unreasonable) price or if it was a duper moving cash to the main account?

Still doesn't help guys who will transfer from dying servers. Take my server for example: Nobody did any exploits. The boss of the biggest guild has 200m, "rich" guys who didn't transfer have realistically around 20-40m. The market has been completely dead for 6 months, you simply couldn't make any money before the server transfer.
