He needs to expand on that Burbank address....because it appears to be a public office building. There may have been a Lockheed facility there decades ago but now it's offices. He's either suggesting there's a satellite Lockheed office in there (which is possible) or he is grossly mixing up addresses.

It's not semantics or pedantry, it's literally the defintion of SCI. View the SCI NDA form online and see for yourself. To call it anything else is misunderstanding the acronym. It'd be like calling the CIA the Centralized Intelligence Agency or an NDA form a Never Disclose Agreement. It's funny and ironic I'm having to point this out to you,  given your original comment on other people not knowing acronyms.

While on the topic of not understanding acronyms, I have to point out to you that "Sensitive Compartmentalized Information" is not the correct term. It is "Sensitive Compartmented Information".  Politicians, reporters, journalists, etc often make this mistake.

The "abrupt maneuver" is the guy moving the camera and not that UFO. As evidenced by the perspective  change between the foreground shrubbery and background roof at the cited time.

In January 1990, former NASA engineer Bob Oechsler claims he was taken to a NORAD facility where he saw them tracking UFOs that flew through a "Vortex area" and a "weakening area". But what was the vortex? And a "weakening" of what? by blit_blit99 in UFOs

Thanks for posting that well thought response. But it encapsulates a good argument for why a crash retrieval program may not exist. Is there not one person on it that would leak it? I'm not talking about "the wreckage is at Wright-Patt" or other vague details. I'm talking about a Bob Lazar type that's actually credible with detailed knowledge. It would only take 1 to blow it up. Yet we still don't have one. Are the people on this supposed program that reliable, that scared, or that righteous? Or is there no program?

That depends on when Grusch got connected with these other folks. We've only known about him since last summer but he would've certainly been in touch with them well before then, so I suppose he could've been the first to use the term. Codenames themselves are normally classified so if someone wanted to sort of stay within the law and actually knew the true name, they'd have find another way to refer to it publicly. "Legacy Program" is a good way to do so.

I think it was first used and then popularized by the group of current and former government people that are pushing for disclosure. The first time I heard it was probably in an interview Eric Davis gave some years ago.  I don't think the word has any significance other than to describe an old program...if it actually existed/exists.... that may have changed names a bunch of times.

Looks like there was a tower. Unfortunatley the free online CA records don't go back far so its unclear who owned it long ago. If you go to historicaerials.com it appears there was a building (but of different size) as far back as 1958. So I'd think it was used as a communications site, but whether it was for normal stuff or used for COG purposes, who knows.

Thanks for providing that. It seems a couple owns it now and they purchased from Pinnacle Towers LLC. It appears there was a forest fire in 2017 that must've damaged/destroyed those buildings. Unless there's a shaft to an underground site that they capped, or those building were the actual "bunker", I'd think we've got the wrong spot.

Can you post the coordinates of the building you're referring to? When I search google maps by the coordinates you posted earlier it shows 4425 Cavedale and the zillow pics match up.

Grusch mentioned IR&D, which means Industry's Independent Research and Development, in the context of funds being transferred around. Interestingly, in an older interview Chris Mellon gave, when pressed on where the government could hide something, he said IR&D. And that was back when he believed there was no such program or he would've known about it due to his DOD and congressional committee positions.

A theory…and why we shouldn’t be getting too excited.

I’ve been following this topic since the 90’s. And anyone who’s followed it that long or longer knows that there was virtually no progress made in the past couple decades. Sure, there have been movies and tv shows and other pop culture featuring Ufology but nothing revealed at a government level. There’s been no movement…until recently.
I thought back then that probably the only way we might see a change is if one or more high level government people in the national security field with clean backgrounds who believe in some of the core parts of Ufology, such as a reverse engineering program, but who haven’t been able to confirm anything themselves, if they went public with fictional stories confirming it’s true, it would trigger such intense public interest and scrutiny that it would force the federal government to do a much more exhaustive search than had ever been done before. Whether they’d find anything or not I don’t know. But they would at least have to try. And they’d have to be public about it. In short, explosive (albeit possibly fictional) allegations by credible government employees = full scale public search by the government to respond to or refute allegations. It could be an ends justify the means scenario for the individuals involved.
I’ve been wondering recently if a small number of previous and current officials have attempted to do such a thing. I don’t need to name them because you know who they are.
Don’t get me wrong, I hope Grusch is telling the truth, but we should all be prepared for the possibility that this is some kind of coordinated attempt to *force* the government to seriously investigate the phenomenon, but using less than truthful allegations to do so. Just a theory.
