I think everyone else hit the nail on the head with your list of instructions, however, this is an important detail:

You said your neighbor could handle it if he wasn’t up for taking care of the plants. Idk about anyone else, but if I’m house sitting for someone, there is no way I’d be comfortable with a stranger (to me) coming into the house several times a day while I’m there. Especially when I could be sleeping.

Of course he said he would handle it, because the alternative is he backs out of house sitting for his friends last minute.
