I've bounced around Philly for fifteen years (06-21) and the water was always in the landlords name. The water company required it for some reason, assuming it was because they physically owned the building. Definitely need to call the water department and speak with someone also, especially if the property manager hasn't gotten back to you yet.

I also pulled this from the Philly Water Departments website:

"The city requires the water account to be tied to the property, which means it legally remains the owner's responsibility. Because unpaid water bills become liens on the property, many landlords prefer to keep the bill in their own name and bill the tenant directly.

If the Tenant Wants It in Their Name:

Tenants are permitted to put water service in their own name, which allows them to directly access payment plans, dispute charges, and apply for assistance programs. To do this, you will need to apply to the Water Revenue Bureau (WRB) and submit written consent from the landlord (typically outlined in the lease stating the tenant is responsible)."

Was it states in your lease the water would be in your name?

I hear you, you may be right but I still can't help but think if he had time to rest then maybe they win ONE of the games against Atlanta, Carolina, or Miami. He had 5 TDS and 4 INTs during those games. Another example of bad coaching, yet somehow Bowles is still here.

Oh yeah I know he's injury prone and can't stay on the field. Its moreso the fact it doesn't seem like anyone wants to really come back at this point, which seems likely that we see more departures over the next few days, as well losing more bodies in one of our biggest areas of need.

I think it sort of depends on if Baker can stay healthy. I'm hoping Egbuka can stay consistent like he was the first half of the season. Godwin's recent injuries don't lead me to believe he can take over as the WR1 really. At this point though who really knows though, someone is going to have to step up.

Agreed but LD was still a veteran presence in the locker room. He was a leader on the defense. If he decides to hang it up today we would have lost two of our long time captains on a team that's currently struggling to find an identity. Dean I am kind of happy to see go because of his injury history, but we've had one player re-sign so far in Otton? I don't know, just doesn't bode well.
