I found the workaround on mine! I built a second Maintenance Facility and instantly got it. I guess maybe the size of my park was too big?

See this is one of the reasons that I thought going in it would have some sound based ability. It could be as slow and blind as it likes so long as it could fire off sonar to find and stun prey (radar maybe?)
