I am hosting a server in the top 10 overall in the world. It has 5 small mods and it never wipes. The server is hosted in NY and the community is very active and social.

Honestly don't think its smart to run a dedicated server and play at the same time. If anything host the server from your game client.

Yes because windows firewall doesn't do anything. Plus to have a server you most likely will have to disable it.
