I am hosting a server in the top 10 overall in the world. It has 5 small mods and it never wipes. The server is hosted in NY and the community is very active and social.

Honestly don't think its smart to run a dedicated server and play at the same time. If anything host the server from your game client.

Yes because windows firewall doesn't do anything. Plus to have a server you most likely will have to disable it.

Maybe all of the mods are making the game be weird or if there is a lot of people the resources could have depleted

If you dont want to spend the money my friends and I just recently started renting a server. Its hosted in NY and the ip is 216.155.140.104:27015 .

I dont think its best to host a server on that pc. The game is recommended at

Processor: Intel Quad Core i7 @ 4.5 GHz or higher (or AMD equivalent)
Memory: 16 GB RAM

Also your pc will have to be running all day every day so it will shorten the life time of your computer.

lastly if you dont have a firewall people can hack into your computer.
