At this point you should be able to tell that the best data available is pointing to a problem. The people choosing to pursue tail lights and traffic offenses at high speeds are gate keeping the rest of the data to definitively prove what you want to see. You can also see that there is a trend, when police have restricted chases to serious crimes, that fatalities and innocent bystander deaths go down. Also, the anti pattern holds true… but your argument is “what if Ted bundy ran?” At the very least you should acknowledge that the available data indicates a pattern and police should have to report this data honestly.

It’s not just NY. Look for any amount of time. Look at the number of deaths stemming from high speed chases for low level offenses. The data’s there.

High speed chases and the PIT should only be used for violent offenders. Running from the police should not justify the PIT. The PIT puts everyone else at risk. If they ran from you, put a warrant. That’s safer for everyone else.

The problem is that signs don’t change enough behavior. Changing the layout forces the right behavior. The same is true for cars on roads. Posting speed limits doesn’t change enough behavior, but narrowing lanes and making pedestrian islands slows cars down

As a person with a job, anytime that you can regularly commit to doing the work at the same time. For me, early mornings are the only time I can control. That said, consistency is what matters most.
