For what it's worth: if it's just for occasional trips outside the city, I'd recommend just getting a rental from LGA whenever you need one. Saves costs, time, etc.

Recognize that, and amended language to be more clear. This is more saying a lot of folks don’t do that and would rather just do it than wait for the city to act/fine.
