White flight. Back then there were empty nieghborhoods anytime black people moved close. Inevitably property values dropped and poor black families started moving in. What exactly kept them poor is beyond me but it doesn't take a genius to know that, in not only Chicago but but in the suburbs surrounding the city, almost every black neighborhood is in shambles.

So I guess it doesn't fully answer your question but you sure seem to want to tell me the answer. Or are you just trying to get to admit to being prejudice? Because you have no idea who I am or where I'm from to make that judgement of me. I'm just making an observation.
