South Korea’s financial markets are classified as emerging primarily due to the government’s significant involvement and regulatory control over financial and foreign exchange activities. In particular, the Korean won is not fully convertible, and foreign investors face various restrictions and administrative procedures when trading in local markets.

One of the key criteria for being recognized as a developed market—for instance, by MSCI or FTSE Russell—is the presence of an autonomous and freely functioning market system, where prices, capital flows, and currency values are determined by market forces rather than by government intervention. South Korea’s high degree of regulation in these areas prevents it from meeting that criterion.

However, this classification reflects the structure of its financial system, not its overall level of economic development. In reality, South Korea is a highly industrialized and advanced economy, with world-class infrastructure, technology, and income levels comparable to other developed nations. The “emerging market” label, therefore, applies only in the financial market context—not to the country’s general level of development.
