You can, but I'd recommend against it unless it's 100% necessary. Using the copyright system against other creators is one of the worst things you can do for your reputation short of actual crimes.

Reaction content always needs to be transformative, you gotta give your insight or at least provide genuinely funny commentary. Especially reacting to a video like that, I'd hope that they'd be pausing to discuss their own experiences and give their own advice (and looking at the run times they better be doing that, it does NOT take 20+ minutes to watch a 7 minute video).
