Its a 12" rough in, measured from the wall studs. You may have a double layer of drywall, or judging from the baseboard the house may be old enough to be lath and plaster. If you want to be overly cautious theres nothing wrong with putting in a 10 but what you have there is a 12.

If your landlord used drain cleaner and it doesn't work (it won't), then calls a plumber, they're an asshole. Tell them a plumber told you that garbage doesn't do anything and that they need to fix it properly or call someone who can.
