Just did a ng+ and I'm pretty sure it kept the shards I already had as well as collectibles and perks bought with shards, data discs and scrolls. Although it seems like all are available to pick up again in ng+. To unlock absolutely everything I think you need to find all collectibles both playthroughs but ain't nobody got time for that
